A practical bid / no-bid checklist for public tenders

The fastest way to waste sales and delivery capacity is to pursue every tender that sounds relevant. A disciplined bid/no-bid review should test eligibility, commercial fit, delivery feasibility and competitive position before a team commits serious time.

1. Can we legally and structurally bid?

Start with hard gates. If the supplier cannot meet the procurement route, location, insurance, turnover, certification, framework or experience requirements, the rest of the analysis may not matter.

2. Does the scope fit what we sell?

Compare the published scope with your real delivery capability, not an aspirational future offering. Identify the core requirement, optional services, integrations, staffing model and any partner dependencies.

3. Is the opportunity commercially sensible?

Estimate the contract value, sales effort, bid cost, margin potential, payment structure and delivery risk. A prestigious contract can still be a poor opportunity if the economics or resource demands do not work.

4. Do we have a credible path to win?

Look for evidence that the buyer’s requirements align with your differentiators and that you can produce a compliant, competitive response. The goal is not certainty; it is deciding whether this opportunity deserves scarce bid time.
